Background
The role of corrections in United Nations peace operations has grown significantly, recognizing that effective prison systems are crucial for peacebuilding and justice efforts. Corrections components, including professional staff and government-provided corrections personnel (GPP), support national prison services in post-conflict and fragile settings. These personnel, from diverse Member States, bring expertise in prison security, incident management, counter-terrorism, and preventing violent extremism. As of 2024, approximately 300 GPP personnel, with 40% women, were authorized across six UN peace operations. The evolving nature of international corrections demands adaptability, particularly in managing security risks, human rights, and prison conditions. Effective pre-deployment training is vital to ensure corrections officers are prepared to meet these challenges and uphold international standards, enabling meaningful contributions to sustainable reform and long-term stability.
Aim
The pre-deployment training package equips corrections experts with the necessary knowledge, skills, and competencies to operate effectively and ethically in the unique environments of UN peace operations and other resource-limited, overcrowded prisons environments. It addresses the legal, cultural, and operational challenges faced in post-conflict settings, emphasizing the understand and implementation of international human rights standards, best practices in prison management, and engagement with local justice institutions. The training fosters adaptability, cultural sensitivity, and technical proficiency, ensuring that personnel can contribute to peace operations, support corrections reform, and build safe, rights-respecting prison systems.
Target Audience
The training is aimed at corrections experts, officers, and government-provided corrections personnel (GPP) deployed to UN peace operations, as well as anyone supporting national prison services in post-conflict or fragile environments. It is designed for both seasoned professionals and those less familiar with international peacekeeping challenges, ensuring all personnel are prepared to navigate the complex legal, cultural, and operational landscapes they will encounter.
