Evaluation Process

In ensuring involvement of stakeholders and utilizing in-house expertise within the Department, evaluations are usually conducted by an integrated team comprised of staff from the Evaluation Team and specialists from DPO. Depending on the scope of the evaluation, external consultants may also be utilized, as well as specialists from other departments in the Secretariat.

Use of Evaluations

The results of evaluation inform management, policy development, programme management and planning, and training activities, with the aim of improving programme effectiveness. In addition, the evaluation results provide improved feedback, from the perspective of integrated mission, on operational issues to Troop and Police Contributing Countries, Member States and legislative bodies. Evaluations can also provide evidence on achievements or programme results in relation to the programme objectives and utilization of the Departments' resources. As required by the ST/AI, the Department should implement management responses to evaluations as a means to enable ownership of the recommended actions and ensure follow-up to the evaluation recommendations.

Principles and Standards

The work of the Evaluation Team is guided by the principles of utility, transparency and independence. A member of the United Nations Evaluation Group, the Evaluation Team also works in close partnership with the Inspection and Evaluation Division of the Office of Internal Oversight Services, Business Transformation and Accountability Division of the Department of Management Strategy, Policy and Compliance as well as the Office of Peacekeeping Strategic Partnership of DPKO.
