The Evaluation Framework of DPO is formed in accordance with the Secretary-General guidance, namely Regulations and Rules Governing Programme Planning, the Programme Aspects of the Budget, Monitoring of Programme Implementation and the Methods of Evaluation (PPBME) found in ST/SGB/2018/3 defines evaluation and Administrative Instructions on Evaluation in the United Nations Secretariat (ST/AI/2021/3).

Within this framework, the Evaluation Team, as the in-house evaluation capacity, manages the Department’s evaluation plan, conducts (sub)programme and thematic evaluations, and supports the Evaluation Advisory Board. When required, joint evaluations are carried out in collaboration with other UN entities (ST/SGB/2018/3 - undocs.org)
In ensuring the involvement of stakeholders and utilising in-house expertise within the Department, evaluations are usually conducted by an integrated team comprised of staff from the Evaluation Team and specialists from the DPO. Depending on the scope of the evaluation, external consultants may also be utilised, as well as specialists from other departments in the Secretariat.
The results of the evaluation inform management, policy development, programme management and planning, and training activities, with the aim of improving programme effectiveness. In addition, the evaluation results provide improved feedback, from the perspective of integrated mission, on operational issues to Troop and Police Contributing Countries, Member States and legislative bodies. Evaluations can also provide evidence of achievements or programme results in relation to the programme objectives and utilisation of the Departments' resources. As required by the ST/AI, the Department should implement management responses to evaluations as a means to enable ownership of the recommended actions and ensure follow-up to the evaluation recommendations.
The work of the Evaluation Team is guided by the principles of utility, transparency and independence. A member of the United Nations Evaluation Group, the Evaluation Team also works in close partnership with the Inspection and Evaluation Division of the Office of Internal Oversight Services, the Business Transformation and Accountability Division of the Department of Management Strategy, Policy and Compliance, as well as the Office of Peacekeeping Strategic Partnership of DPO.
